The common point for the Air bags and the cruise is the clock spring. Does your horn work all the time?
Typically multiple electrical problems are one problem crossing circuits where they meet.

The parking brake will disable and disallow the cruise control function on the car. If you have a cruise control that works most of the time but not all the time, make sure your parking brake lever is fully down. Just happened to me yesterday: cruise control would not engage. When I got home I found the parking brake handle not fully down. The cruise control now works.
