Functional in relation to the car is on, a lot of the big metal wings are functional is adjusted for drag etc, but that does not mean the 93 civic it bolts onto uses it properly, or has the modifications, or sustained speed to need that spoiler bolted onto it.

exactly. As for hood scoops and body vents, They have to direct the air to something that uses the air, like for brakes, intercoolers, radiators and/or air intake for the engine.
