fuel problem

I've got fuel at the fuel rail. Will not run unless you spray with starting fluid. Any ideas on this? Fuel pump is working. This is also the first run after in stalling new head. The car is a 2005 model 1.6 litre engine. We also installed new timing belt,water pump.

Pretty sure. It runs fine if you spray it.

fuel injectors are probably not firing, check the harness is connected. Any codes?
