When my air impact tools don't work, I use a Power Bar hand impact wrench. It's cheaper than a good chatter gun and air compressor FWIW.

the belt trick works, you can also do similar with chain pliers, just watch you do not mar the grooves on the pulley.

if a method similar to those does not work for, if you have a manual, you can put the car into gear and put it back on the ground to allow the weight of the car to help you break the bolt loose. If you have an automatic, you can put it in neutral and the ebrake it, and hold the car in place.

if neither of those work, my suggestion would be to get an electric impact (as low as $40 at harbor freight). or a cheap impact with a cheap air compressor (able ot be done for less than $100)
