2007 Aveo tapping sound :( Help

Ok my fathers 2007 Aveo is making a tapping sound, it has about 89k on it and it had the timing belt replaced at about 60k, it sounds like a valve/valve spring to me but i don't know much about the motors in these cars, any ideas on what to check or what it might be? The motor also serges at idle (might be able to hear it in the video)

I looked over the timing belt tensioner and it looks to be fine

I'm uploading a video to youtube at the moment that might help.

mine was making a very similar noise. when I tour into the timing belt I found that the timing idler pully was cracked in two places and the bearing in it was about to come apart. but first I would make sure that the balancer is tight. sometimes they will losen up after a tb change do to improper torque.

Here's a question about what you said above. There's no doubting that someone might torque it incorrectly (i.e. not enough torque). But we know this gets torqued using the double angle method. So, unless angle lines were drawn on the bolt and pulley, how would someone check that it's tight enough? Is there a single torque value available somewhere, which is approximately equal to the torque from doing the double angle? When I did the TB on a Civic, the balancer was torqued using a single angle, but there was also a torque spec listed that some folks used instead of the angle. But I've never seen a torque spec for the Aveo balancer which could be used in place of the double angle.
