2008 Aveo - No power to OBDII Port

I have a 2008 Chevy Aveo LT and just yesterday my Check Engine light went on. When I plugged my OBDII scanner into the port, there was no power. The OBD fuse in the driver side fuse panel looked good, but I replaced anyway. Still no power. Thought maybe that it was the scanner, but plugged it into my dad's car and it paired to my phone and power light went on on scanner. The phone couldn't even locate the scanner in the Aveo. Definitely no power to port. Anyone have any suggestions? Would really appreciate it. Thanks!

Tried placing thin nail in pin 16 and used a test light from nail to ground. Nothing.

OK. Figured it out. Bulb in tester was out. Then contacts in car OBDII socket were not making good contact with scanner tool. Once I bent the contacts slightly, scanner tool worked. Got P2135 code. Ordered a new throttle body online. I figured I'd just replace the whole throttle body then just monkey with the sensors.
