Headlight direction?

I bought aftermarket headlights that are black housings, but when i got them the light were pointing down, there are some screws on the back of the housing but when i turn them they dont really do much? What am i doing wrong and how can i make the point straight out? Thanks!

Each housing should have two adjustment posts. Pull the vehicle up to a wall and turn the posts. They can turn both left and right a good amount. One post is from up and down adjustment. The other post is for left and right adjustment. Easier to see the movement with a ratchet to move it faster.
