Dash vents

I would realy like sum help guys .the crome on my ac vents has peeled off and looks like crap and I wnt to paint them but i cant take off the vent or ring.does anyone have an answer for me or may b a fourm for me

I thought they just clip in, and then if you put a small screw driver in there and lift the tabs, they will come out?

I did that but how do get out the ring around it thats whats bugen me
