oxygen sensor codes

Hey guys
I just bought my second Aveo.. I guess i loved the first one so much i just had to get another
This one is a 2004 Aveo. I did a bunch of work to it for Safety inspection. The only thing i'm having a problem with is it's throwing two codes P0135 and P0138. I know they are Oxygen sensor codes. Do they mean both sensors are bad?
I've only seen one or the other never both at the same time.

My lower oxygen sensor when out right after I bought my '05, after I replaced it the light wouldn't go out till I had the computer wiped... that is were I would start, wipe the computer then swap parts.
