2005 Chevy Aveo Check Engine Light/MIL Light Not Coming On

Hey everyone, hope you can help me out with an issue I am having on my 2005 Chevy Aveo. I noticed my check engine(MIL) light does not come on at all on my dashboard, not even when the key is in the "accessory" or "On" position. I was told the check engine light or MIL light must show in order to pass smog in CA thus trying to figure out a solution, and am hoping it is just a blown or even missing fuse, I just dont know which exact fuse to look at. If anyone can help me out with the location of the fuse or another possible solution, I would truly appreciate it.

Most likely the whole clock unit needs to be replaced. Just source one from a local junk yard or ebay
