How to remove brake line plastic holder/hardware

Long time reader, first time poster. OK maybe second. Anyway, I have a teeny tiny leak in the brake line that runs from the front all the way to the drivers side rear. I went out to the garage to attempt a repair. I can't figure out how to remove or work with the plastic clips that hold all the lines, there are several of them. I'v attached a picture.

Of course they are rusty, so I can't tell is a philips head in all that rust? Do they pop off, is there some trick? I was going to do a temporary patch. I'm afraid I may have to remove the lines and then fabricate my own new ones in order to replace them entirely. I can find sets online anywhere. Well, RockAuto had them for $47, with $299 shipping!

Thanks in advance for any help!
      -Tony
