Well I guess it's another trip to the Car shop during the week. Perhaps the Minnesota winter played it's toll on the Battery. I was thinking it was enough as at that voltage it had been turning the engine over a while while I have been checking things over.Many thanks for the advice, I will let you all know.

I purchased a brand new battery and made sure it was fully charged, Turns over much faster, but still does not fire up.
I will check to see if the Fuel Pump Relay activates at any time during the start period. As I mentioned before if I jumper the relay contacts I can make the pump run. It is if the ECU never tells it to.

let us know about the relay, have you checked for fuel pressure or spark?

I had Checked for spark and fuel pressure the other week. I haven't physicly checked the pressure, but as the fuel pump relay never even tries to run at all at any stage from ignition on to start I am presuming that I have no Pressure. Now that I have a good battery I will run the same tests again.
I have been going through checking the Power from the ignition points from and to fuses and everything seemed fine their
My Next step was to check all the grounds making sure they were all good. Where are they all located on the 1600 engine? I found the one next to the Battery on the drivers side on the inner fender but I presume their are more.
Just Bought a power probe III and got it delivered last night. What a great tool, sure beats a regular DVM.

Just some other items that may help identify the problem
The fuel gauge reads empty although I know it's at least 1/3 full and the Mil Light Never comes on when the ignition is turned on
Both ECM Fuses are OK. Could the low voltage have damaged the ECU?
It is raining pretty bad out tonight and as the car is out side, going to give any more diagnoses a miss till tomorrow.

the CEL does not come on at all, even in just the key one position before starting the car?

No I don't see it at any point, Thats why I am thinking of the ECU.

Did you check ALL the fuses? inside and outside? relays?

Yes Both Fuse boxes. I Think It May have been damaged when the battery voltage was too low, Somewhere I heard that these could get damaged if they were tried to be started where the battery was flat/low voltage
I downloaded the manuals and traced the cables from Battery via fuses back to the ECM.
