Recalls and Salvage Titles

So we bought an 2009 Aveo5 LT for my daughter. It had been in a collision, so the lot where we bought had bought at auction and repaired it, but it has a salvage title. Took it in to the Chevrolet dealership in town and had it looked at for some items (airbag control, cruise, tach, clock).
I had noticed in the OnStar web page that the car has a recall on it and I asked the "service advisor" about it, and he told me that salvage titled vehicles are not covered under recalls. I'm not sure I believe him.
Does anybody know whether what he's saying is true or not?
