Yes, most, if not all OEM crankshaft pulleys have a dampener on them. Removing it does not unbalance the engine, it just reduces the amount of vibration dampening available for the crankshaft.
I've never seen an underdrive pulley with a dampener on it. I've also spoken with engine builders who have rebuilt engines after thousands of miles on them with an underdrive pulley and have seen no evidense of any damage done to the engine. I've personally used them on a couple of my cars without any problems.
If you are really worried about wear, do an oil analysis now to get a 'before' shot. Then, install the pulley and do one again when you change your oil next. Send it in for analysis and they can tell you if your crankshaft/journals/rods are wearing.

its about how "smooth" the engine sits at idle. the bearings are what hold the crankshaft straight, not the harmonic balancer.
the harmonic balance if anything will cause excessive serpentine belt wear, or the tensioner pulley. not engine wear. It smoothes the engines rotation for the belted accessories, not for the benefit of the bearings in the block.

I have built many a small block chevy before and in order to balance the engine you must supply the machine shop both the harmonic balancer and the flywheel. So as I understand things if you change the weight of the pulley/balancer on our engines it will through it out of balance and cause vibrations along the crankshaft which in turn causes wear on the bearings.

For a balanced and blueprinted engine you should give them the clutch and flywheel too.
V8 engines do balance differently than i4.
But even though it will sound rougher, the bearings are what hold the crank straight.

Its quite possible. I think the 1.4 is just a destroked version of the 1.6L. Let me see if the OEM pulley has any distinguishing marks on it (like a part number) so we can compare. Otherwise, we'll need to measure up your pulley to see.
