That's a very broad over simplification IMO. If you wind up with a car that has defective 'software' that the car manufacture either fails to take a position on (to maintain the illusion of safety) or ignores the issue for a decade, we are supposed to be ok with that car being disabled (due to legalities) while the car manufacture figures out how to deny any warranty claim, or whether or not to make any parts available? If a repair requires adjusting a PID, or disabling a PID (or code table even) I don't see that as 'software mod' i.e. encroaching on any so-called IP rights, assuming they (manufacture) hold any. Almost all so-called IP is out sourced these days anyway, and unlawfully claimed by these same manufactures, struck down in most court cases.
