2010 chevy aveo camshaft caps torque issues

Hi, I'm having trouble achieving the 12 ft lbs of torque on the cam shaft cap bolts on a 2010 chevy aveo, the bolts keep spinning and i cannot get the desired torque. are the bolts stretching? I understand the valves are being opened but they feel like they will break or the threads will strip before I get to 12 ft lbs I never had anything like this happen before any advice? thanks Kevin

If you're using a torque wrench with a range something like 10-80 ft/lbs, they often don't read accurately at the extreme ends of the scale. You would be better off using an inch/lb wrench, torquing to 144 in/lbs.
