Possible issue with breaks? Steering wheel shakes when braking

Hi,

I've been having some issues when I brake lately and i'm not sure what's the cause. The steering wheel shakes when I break from 60 mph to 40 mph or when I break hard on low speeds. I took it to my local mechanic and he said that the brake pads still had half of its life. Could it be a warped brake rotor? He mentioned that the front shocks were worn and needs to be replaced. Also there's some oil leakage in the front wheels and he said it could possibly be the front axel that's causing the leakage.

Any advice would be much appreciated!

Hi All,
and if it is not resolved, than what could it be?
I have changed tie rods, ball points, brake rotors and pads, put two new tires to the front and it shakes anyway. It appears after 40-50 km/h. Local Canadian Tire says it could be struts but I have a doubt. At 100 km/h on the good asphalt it looks like something slapping against the road by tires were balanced already three times.
