Drivers Side Control Arm Bushing/Rubber Mount Displaced from Proper Spot Diagnosed

While doing some brake work I noticed this:

This rubber mount/bushing is supposed to be in the middle of that circle, its obviously somehow displaced itself although its probably still doing a 'bit' of what its supposed to do, but look at how close the metal on metal contact is.
I'm wondering do you think I can fix this myself? I've never removed a control arm, I paid a friend to do most of the work my little sparky, because suspension is so important.
So can I fix this circular rubber bushing thingy situation without actually removing the control arm, (maybe with a hydraulic jack jiggy something?), or should I just replace the whole control arm?

If you can break the bolts loose, then a control arm is pretty easy. I would probably just buy a new arm and replace it. That is a round bushing failure, I wouldn't just stick it back in there.

I think this might have been the noise you heard backing up?
