Fog Light Cover Removal?

I have an 04 Hatchback. It did not come with foglights and i'm trying to install my own. How do i remove the god forsaken fog light cover? I know there's a screw that holds in one side that's almost impossible to get to. do i have to take the entire bumper off to get to the evil screw?? Please help!!

#2 phillips apex bit in a box end wrench. Takes forever but keeps the bumper on.

So now i bought after market fog lamps but the bracket must be mounted top or bottom. i wanted to mount on the OEM brackets but it's an inch off. How do i drill into the top of the fog light hole?
