radiator tank boiling!!!i

i own a 2005 chevy aveo and ive been having problems with the radiator fan which doesnt come on at all and when i run my car and turn it off it makes a boiling noise and drops hot steaming water!!! help

I would not drive it if the fan isn't working because it will overheat and blow a head gasket
