Starter spins not engaging fly wheel

Old starter was spinning but not engaging fly wheel. I installed a new starter, same thing. I tried searching the forum and internet, but cannot find the cause. Any ideas?

Did you bench test the old or new starter out of the vehicle?

After a few months I got back to the Aveo. I had the new starter tested at Auto Zone and it passed. I watched the guy run a second test and you could see the solenoid engage and the starter gear popped out as it is supposed to. Could it be electrical, the starter isn't getting enough current to engage the solenoid?
