2008 Chevy Aveo 5 Timing Belt Install

I installed my timing belt. Aligned the arrows on the tension by moving the water pump. Tightened the water pump. I turned the crank Two full rotations, now when I look at the tensioner the arrow moved ahead of the rear arrow on the tensioner. Is this how it's supposed to work or are the arrows always suppose to stay aligned when the engine is running. Thank you for your time.

The arrow is for setting preload only, it will move around as the engine is turned.
