Weird whining/whistling noise. help!? :)

Hi! This is my first post on here.. I have an 07 Aveo that I got in January. It's my first manual car and I love it! Recently, I've started hearing a noise once in a while. It is a whistling/whining type of noise. The weird thing is that it is very sporadic. It is always when the car is moving but it's occurred at all different speeds and when the car is in different gears. It happens both when the air is on and off, and it doesn't happen when my car is idling, only when I'm moving. I needed an oil change yesterday so I asked them to check it out. Unfortunately, they couldn't replicate the noise (of course!) so they didn't know where to look. I am hoping this is something that I can look at myself... I am decently handy with cars and did some work on my previous vehicle... I just have no idea where to look. Any help would be greatly appreciated! Thank you! I took a video the other day because whenever I try to explain the noise I feel like an idiot... You can hear it after about 10 seconds or so.

edit: forgot to mention that to me it sounds like the noise is coming from the front of the car.. almost towards the passenger side

does it happen when you are braking at all? does it happen during heavy acceleration? does it happen at high speeds or low speeds? and does the noise go away while you are shifting (with the clutch Depressed)? because my car does a whistling noise only at high speeds, due to the air rushing through the upper grille.
