No speedo and no 4th gear

I have an 09 chevy aveo5. I am getting P0722 code (Output shaft speed sensor ckt - no signal). I have 12v to the sensor connector and electrical continuity from the sensor output pin 3 to the TCM pin B25. I monitored pin B25 to ground - started the car and put in gear. The voltage remained at 14.5V - no functuation. I did a resistance check on the input speed sensor and it is ok.
This must not be a common fail part because nobody has it in stock. Can you assist? I also heard that if coolant somehow is in the trans that this could be the problem. HELP
