Dash and headlight running when key not inserted, '05 aveo LT

We just rebuilt the motor after a timing belt bust and got everything hooked up again, put the fluids back in, and put in the battery to see if we could get it going, and the lights on the dash and the headlights came on without the key in. Does anyone know what would cause this? Putting the key and trying to turn doesn't change anything, engine won't start. Is it possibly something to do with the starter or the ignition? Any ideas would be most welcome. Thanks!
