09 aveo dash cluster backlighting inop

Hello I have searched and searched with no luck. I have a 2009 chevy aveo the cluster backlighting is off along with the lights for the heater controls. All the warning lights work the mileage backlights are working the clock works all running lights and brake lights work. The ONLY thing not working are dashlights. I've checked all the fuses and bulbs no wires seem to be burnt i don't think this year aveo has the sp101 splicer. I've disconnected negative battery terminal and used a test light from the negative battery post to the negative terminal and it lights up but when I remove the cluster fuse from under the dash the test light dims and when I pull the obd fuse the light goes out. Also my obd scanner powers up but cannot link. Any help would be greatly appreciated I'm lost on what to check next. Thanks tom

The splicer pack was relocated to under the dash in the 2009 model year. Cluster lights get power from the Park Lamp relay under the hood, not the cluster/room lamp fuse. You will want to find the splicer pack and with the ignition on one of the brown/white wires will have power, while the rest will not. You can simply splice the power wire to the illumination circuit wires and this will fix your problem. They are all brown/white wires.
