04 Over Drive Issue

Looking for some help diagnosing an issue I have. let's get you up to speed on the scenario. I work 38 KM from the city located right off the highway in Canada, now the temperature is starting to drop here and a new issue has arisen. when I leave work and it's below freezing I hit the highway in less than a minute it will shift 1-2then2-3 but it will hold in third. The RPM sits at around 4,000 I will end up driving 1-3 KM and right before the temperature gauge starts to go up it will finally drop into OD. The colour of my transmission fluid is decent I will end up changing it in a year or so. It currently has around 280,000 KM's on it. Any suggestions would be highly appreciated. Service manual for the 2010 transmission says that 4th up-shift will not occur if the temperature of the transmission fluid is not above 59F/15C. (I think, it says "AFT" but I think they meant "ATF"). I would imagine there would be similar logic on the 04.

Since it does shift when the temp gauge goes up, I'm inclined to think it's working as intended

Thanks for that you were correct I do a quick lap around the town and then hit the highway.
