On my CAI the filter sits just under that hole in the engine bay, so its pretty high up in the fender, I mean if the water was that high I would not drive trough it anyways, u got to remenber ur tail...
U can turn it easily into a CAI with inside fender mounted filter by going to Autozone and buying some parts from Spectre Ram air Systems, its quite affordable too or just by a extesion pipe on ebay.
