How to get to AC/heater blower box and flaps?

(2007/2008 Aveo LE sedan) When I kick on the AC, the fan motor is running good, and the little bit of air hat trickles out the vents is cold. But I think there's something wrong with the flaps that control which vents the air comes from. How do I get down to the fan blower box and flap controls?

The cabin air filter might be clogged. Look on the passenger side and it should be there.
Please do not power off, firmware update pending.....

D'oh!! Trust me to reach for the most difficult answer first! :8-€

Changed the cabin filter and there is measureably more air flow. But it still seems very weak - cold is ok, just not much of it. Especially heading into an Arizona summer. Is this characteristic of the Aveo? Or can it be reasonably boosted?
