2010 Chevy aveo alternator removal

Before I got popping this pulley off, I've watched all the how to's, search for hours and cannot find why my aveo doesn't not have a belt tensioner that you can release with a 14mm its a stationary pulley does not move, I can crack the bolt loose but I didn't do to much as I don't want to mess anything up, any help would be greatly appreciated.

oh it moves, its just the way that tensioner is designed; it is difficult to manipulate.
