Cam cap bolt issues with achieving 12 ft lbs of torque

At least 4 to 6 of these bolts are extremely difficult to achieve 12 ft lbs without them just wanting to spin forever. The bolts are the thinnest cam cap bolts I've ever dealt with. I cleaned and lubed everything and was fairly moderate with lubing the bolts with oil. But it's like they just want to keep spinning until they snap or strip something. I managed to get them all to hold 12 ft lbs in the end, but I did break one completely in half and was told by the dealer it would take 5 to 6 days to get bolts ordered in... I just swung by a local fastener supply store and managed to find the exact same 10.9 bolts for a whopping 25 cents a bolt.
12 ft lbs seems like nothing to me, but on these super skinny bolts, it's like a million ft lbs. Is this a typical GM thing?

Any luck or resolve on your camshaft cap bolts? I'm having the same issue
